on appeal by 41 freeholders of property in Lancaster County of
the March 10, 1997, decision by the Lancaster County Wetlands
Board to approve shoreline improvements at commercial property
at the confluence of Carter Creek and Carter Cove in Weems.
5. ERNEST C. WALTON, #97-0131, requests authorization to
construct 101 linear feet of bulkhead and a 30-foot long low-profile
timber groin at his property situated along the York River in
King and Queen County. Wetland and Subaqueous permits are required.

6. CLAUS H. RODE, #96-1088, requests authorization to construct
a 106-foot long pier adjacent to his property located at the mouth
of Wormley Creek in York County. The pier extends beyond the established

to install six (6) 12-pile commercial mooring dolphins adjacent
to their facility on Mulberry Street situated along the Eastern
Branch of the Elizabeth River in the City of Norfolk. Recommend
a royalty in the amount of $48.00 for the encroachment of the
dolphins over 96 square feet of subaqueous land at a rate of $0.50
per square foot.
2B. CITY OF CHESAPEAKE, #97-0130, requests authorization
to widen a segment of Cedar Road over Bells Mill Creek by replacing
the existing bridge, laying three utility lines and removing the
existing culvert.
2C. MARINE HYDRAULICS, INC., #97-0190, requests authorization
to mechanically dredge their existing berthing facilities adjacent
to the facility situated along the Eastern Branch of the Elizabeth
River in the City of Norfolk. Dredging will deepen their berths
from an elevation of -26 feet to -30 feet at mean low water. All
dredged material will be transported to Craney Island for disposal.
Recommend a royalty in the amount of $8,100.00 for the dredging
of 27,000 cubic yards of subaqueous land at a rate of $0.30 per
cubic yard.

Conservation and Replenishment Division to construct a 700-foot
long intertidal oyster reef consisting of clean oyster shells
with a base width of 60 feet between Bluff Point and Warehouse

property in Chesterfield County. Recommend a royalty in the amount
of $702.00 for encroachment/fill over approximately 2,340 square
feet of State-owned subaqueous land at a rate of $0.30 square
foot.
2K. HENRICO COUNTY, #96-0811, requests authorization to
modify an existing permit to include 25 linear feet of high pressure
gas main to be installed by directional bore under White Oak Swamp.
